What I believe this to mean is you you don't do anything that causes authorities to investigate you means you create fear within yourself. If you you abide by the law then when you you get interigated you will have nothing to hide. You should always choose the right and be proud to do so. It always pays off at the end. Not getting in trouble or starting trouble.
